Regular Meeting - Minutes


The meeting was called to order at 7:00 p.m. by Chairman Dale Donovan.  Selectmen present included Jacqueline Wildes-Beebe, Ira Wood, Michael May and Jerry Houk. Town Administrator Tim Smith also attended.

Public Statements

Public Hearing – 7PM
Permit for Use of Town-Owned Property
1.      Jack’s Boat Rentals, Inc., d.b.a. Jack’s Boat Rentals, requesting use of Gull Pond, Mayo Beach, Terminus of Chequessett Neck Road, Duck Harbor, Powers landing, Indian Neck, Burton Baker Beach, from May to September 2007.
MOTION: To move that the Board of Selectmen vote to approve the requested use of Town-owned property.
Motion by:      Ira Wood.               Seconded by:    Michael May.            Yea  5     Nay  0.

Request for Temporary Closure
1.      Finely JP’s, Inc., John W. Pontius mgr d.b.a. JP’s, 554 Route 6, requesting temporary closure of establishment from December 10, 2006 to Thursday January 11, 2007. Establishment will re-open Friday January 12, 2007.
MOTION: To move that the Board of Selectmen vote to approve the requested temporary closure.
Motion by:      Jerry Houk.             Seconded by:    Ira Wood.               Yea  5     Nay  0.

Benchmark Report – 7:10PM
Ken Strachan made the first of two presentations; an introduction to the report on how to tackle and investigate key issues pertinent to the Town in relation to 20 other similar communities within the Commonwealth.

New Business – 8:25PM
1.      Consent Agenda
a.      Police Dispatcher Recommendation
Police Chief Rosenthal would like the Board of Selectmen to approve George Spirito as Police Dispatcher.
b.      Seasonal Wage Rates.
c.      Watershed Agreement
d.      Transfer Station Schedule
Mark Vincent described the proposed changes to the Transfer Station, which would have to have Board of Health approval. Proposed change; Transfer Station closed on Wednesday and Thursday, and Monday Holidays.
MOTION: To move that the Board of Selectmen vote to approve a thru d.
Motion by:      Ira Wood.               Seconded by:    Jacqui Beebe.           Yea  5     Nay  0.

2.      Moe Barocas representing Wellfleet Preservation Hall, requesting permission to restore Preservation Hall’s doors, and review sign plans.
Marla Rice representing Wellfleet Preservation Hall. Ms. Rice would like to ask permission from the Board of Selectmen to have the Front doors to be restored. Also to ask for permission to have the DPW to remove the doors for restoration, and install temporary doors.
The Board of Selectmen approve the request to remove the doors with the discretion and guidance of the Town Administrator and DPW Director.

MOTION: To move that the Board of Selectmen vote to approve the proposed sign at 335 Main St.
Motion by:      Jerry Houk.             Seconded by:    Ira Wood.               Yea  5     Nay  0.

3.      Snow Plowing
The Town Administrator recommends the Board of Selectmen vote to continue plowing all road previously plowed, with an addition of 30 paved private roads. Mr. Houk would like the list of roads to be plowed posted at the library and online.
MOTION: To move that the Board of Selectmen vote to approve the Town Administrator’s recommendation.
Motion by:      Ira Wood.               Seconded by:    Jacqui Beebe.           Yea  5     Nay  0.

Announcements
·       Charter Review Committee is meeting tomorrow evening.
·       Annual Holiday Lighting and Sing – a-long, Friday December 8th at 5PM.
·       December 15th at the Congregational Church – Holiday Carols

Old Business
·       Mr. Houk brought up a Finance Committee Request, from July, to include one Finance Committee member in contact negotiations. Mr. Donovan suggests this topic be discussed in Executive Session due to strategy of negotiations.
·       Mr. Donovan would like to possibly re-design the budget meetings with Department heads, redistributing and executing the budget process’s tasks and services in a more efficient manner.

Correspondence
Ms. Beebe briefed a few items from the Correspondence report, 11/14/06 – 11/27/06.
A Letter from Mr. Natkin regarding the Signage on the Bridge at Lieutenant Island. The Town Administrator notified the board that the signage in place is required by state law.

Open Session
·       Mr. Possner presented to the Board of Selectmen a rough floor plan for the renovations of Gusty Benders. Ira Wood would like to send this to Fire Chief PersonNameDan Silverman.
·       Carl Caruso – Would like to invite the Board of Selectmen to the next Finance Committee to discuss the snow plowing issue, in regards to November 13th Special Town Meeting article 1, section 4.

MOTION: To move that the Board of Selectmen vote to approve the November 14th minutes as written.

Future Meetings/Agendas
a.      December 12, 2006
b.      December 26, 2006 – The Board of Selectmen will not meet on this date.

MOTION: To move that the Board of Selectmen adjourn the regular meeting.
